Ausgehend vom Strukturwandel und steigender Arbeitslosigkeit wird durch Vergleiche der Betriebsgroenstatistik gezeigt, dass alte groe Unternehmen, insbesondere produzierende Unternehmen, Arbeitsplatze abbauen und eine Region mit einem noch hohen Anteil an produzierendem Gewerbe auch weiterhin mit Arbeitsabbau rechnen muss. Anschlieend wird untersucht wo wirklich nachhaltig Arbeitsplatze entstehen. In Kapitel 3 werden dann GTZ als Instrument fur zusatzliche Arbeitsplatze beleuchtet. Es wird gefragt, wer was mit GTZ erreichen will.
